On November 1, 1990, the Ukrainian SSR took an unprecedented step - the actual separation of cash circulation on its territory from the entire Union - the introduction of consumer cards with detachable one-time use coupons. The reason for the introduction of consumer cards was the acute economic crisis of the USSR. The Ukrainian government considered them primarily as a means of protecting the consumer market of the republic. The purpose of the article is to study the causes and consequences of the introduction of consumer cards in Ukraine during 1990-1991, the peculiarities of their use on the example of the Cherkasy oblast. The legislative basis for the introduction of consumer cards, official rules and the practice of their use are analyzed in the article. The cards were printed in each oblast, but they were required to be accepted throughout Ukraine. The 40-ruble consumer card, issued in Cherkasy oblast in July 1991, became a unique phenomenon in the conditions of the government's cancellation of republican cards. The coupon system had a positive effect on the circulation of goods and money in Ukraine in general and in the Cherkasy oblast in particular. But in the conditions of the systemic crisis of the economy, consumer cards could not solve the problems of a drop in the level of production and a total shortage of goods.
