probably shouldn't be under the Second Republic, since they were used from 1975 to 1978? Maybe put a form of transition goverment there, or something alike? Even though Vietnam was unified in 1976, in 1975 an event took place, which sparked the re-unification and thus, as I understand it, ended the Second Republic of South Vietnam. These coins where probably only used in the occupied parts of Vietnam, after the Fall of Saigon, I suspect it to be used all over Southvietnam though.
I don't know enough abouth this specific period, so feel free to object, it's just a thought, I could be wrong, hehe.
