Hello, 

I askt you to correct the ruling times of Otto IV (Otto IV, Holy Roman Emperor – Numista).

He was the Holy Roman Emperor from 1209 until his death in 1218. On Numista is only his “King-Time” (1198-1209) specified. I propose to change it to his “Emperor-Period" 1209 - 1218.

It depends on the coins you want to attach to this new ruling authority? When titles change I think only solution is to create another ruling authority linked to same wikidata

That is exactly what was needed, I just added him with emperor title and proper years.
