Merging issuers is a pain. New Hebrides should be separated issuer. [Risolto]

Name changes on countries should be a separated issuer when there are huge numismatic impact.

I read the Zaire topic and I know this always creates controversial discussion, but what about New Hebrides.

If a new user doesn't know the history of Vanuatu, how will they know where to look?
