We have been handling coins like this using the ruling authority “Brabant States in Revolt” for the 1577-1585 Revolt in the Southern “Netherlands”, (today's Belgium) rather than creating issuers for every city that struck coins during this period (Antwerp, Maastricht, etc.). It was a very messy (numismatically) period when some of the coins still bore Philip II's image and titles, some were struck by the Estates General without reference to Philip, some were struck under then name of Francis of Anjou, some were struck by the cities.

It would go under Belgium > Belgian States - Brabant using the ruling authority Brabant States in Revolt, and the currency Gulden.
