I can see that they are sometimes circulating, sometimes non-circulating:

 

2 Centimos 1975 Mozambique is non-circulating, whereas 50 Centavos 1974 Angola is circulating, even though both were not issued into circulation.

Both should be non-circulating. Otherwise, there's no point in having that type.

I agree – I think a coin that was never issued should be under 'non-circulating coins'

We just held an admin discussion and decided that if coin was never released into circulation, it should be marked as non-circulating. I changed the coin in question.

Can a corresponding type also be added to the banknotes section?

I think it is better to say 'non-circulated' for the 2 centimos (and the others from that 1975 series) because it was defenitly ment to circulate, but for some reason that did not happen. A ‘non-circulating’-coin is some thing very different, imo.
