NotGeld in Coins or Exonumia

I think there is some confusion on where to put these. Germany and France are under coins, but Madagascar has them under Exonumia. There needs to be consistency in placing these. And they are always a mix of Individual, Company or state issues.

Personally I think official city issues belong within the coins section, while private issues like wage tokens and business chips belong in exonumia. I think Xavier talked about it for his 2024 plan to have less separation between the two sections.
