It is not clear to me this is a different issuer, or is the same Duchy of Barby with a different ruling house (House of Saxe-Weissenfels).

 

I see the German auction houses just list this coin as Barby Grafschaft (your link, and also https://www.acsearch.info/search.html?id=1705928)

Info from German Wikipedia:

 

The duchy of Barby was dissolved in 1659 and split into different parts. Some went to Anhalt-Zerbst, Magdeburg and (different kinds of?) Saxony. The part with the city of Barby was then Saxe-Barby.

 

If that means it's still the duchy of Barby or a new issuer is up to debate I guess. I don't really have an opinion on this.

Interesting that the English Wikipedia on Barby reads a little differently, and does not mention any change in territory, just a change of ruling house:

Since the 12th century, the area was enfeoffed to the Counts of Barby descending from nearby Arnstein, who achieved Imperial immediacy in 1497. Upon the extinction of the line in 1659, the County of Barby fell to the Duchy of Saxe-Weissenfels, ruled by a cadet branch of the electoral Saxon House of Wettin.

 

But maybe something was lost in translation.

 

Let's see what others say including @escoins  (meanwhile, I will set up these two rulers  attached to Barby, and we can change later if the consensus is to set up the issuer Saxe-Barby).  

In my opinion we should continue this category as County Barby. In his book “Die Münzen der Grafen von Barby und Mühlingen” ("The Coins of the Counts of Barby and Mühlingen") Manfred Mehl also speaks of Barby as a county in this period. "Saxony Barby" was therefore part of Heinrich's ducal title and not the country's name. It was not until 1746 that Barby became part of Saxony.
So I would leave it at "Barby" and include Duke Henry of Saxony Barby as ruler for the period 1680 - 1728.

Yes, I also noticed in their Wikipedia articles Heinrich and Georg Albrecht are just called “Count of Barby.”

 

For Barby, County of  I have set up a ruler group “House of Saxe-Weissenfels-Barby” containing these two rulers, so the coins can now be added with the new ruling authorities.
