Indicate the issuing entity only when it is explicitly written or represented on the coin, and do not repeat the information specified in the fields for “issuing authority”, “mint” and “ruling authority”.

There is no issuing entity “The Jubilee Mint” because it will always be the same as mint or there are coins that were issued by “The Jubilee Mint”, but not minted by that mint?

The Commonwealth Mint in Bristol strikes medal-coins for Tristan da Cunha - &, yes, that is a real mint.

The name ‘The Jubilee Mint’ sounds like ‘London Mint Office’ to me - shysters using the word ‘Mint’ in their names, even though they are NOT mints!

Oh ok. I've seen other pages with things like “westminster collection” as the issuing entity. So I was misunderstanding what “issuing entity” was. Is there a document, or some guide, on what the issuing entity actually means?

The Treasury was for notes from 1914-28 in the U.K..
