Nope.

The colorization on the coin is after-market, not at the mint.

This coin was indeed issued by the Royal Dutch Mint, as a "lucky dime" on the occasion of the European Soccer championship of 2012.

For those who don't:
The lucky dimes were intended as collector's items, RDM did not guarantee that you could use them as legal tender. This type of alteration to legal tender coins removes their status as legal tender, and as far as I know, this is even against the law (so RDM manoeuvers itself into some grey area here).
The price at the time of issue was €4,95 (which I find a lot of money for a pimped €0,10!).
A total of 15000 pieces were minted.

Unfortunately, 15000 lucky dimes didn't help, the performance of the Dutch soccer team at the championship was dramatic.
