Why is this coin listed in the table as “ND (1700)” when the date “17   00” is clearly indicated on lower portion of the obverse?

Looks like an error. You can actually correct it by clicking on the pencil on the upper right and editing the page.

No, you usually can't when somebody claims to own a year line. If you remove the ND tick you will most likely end up with a ? year.
OP should either DM the referee directly ping him to this thread exists or create a thread in the 'Request about a coin page'-Numista coin catalogue.

@Compendium yeah there is no reason why it should have been put as a no date people say they own it so I can not change the year portion only compendium can.

I think the ND situation came from the comment “Some of these coins where restrikes from 1755 to 1764”
