The standard silver sample is 396 °, however, of the more than 10 examinations that I came across, they did not show Billon they showed a silver sample of ~ 750, here is one of them:

 

I also looked at many other coins with a standard silver sample of 396 °, but Billon was also not shown, everywhere the silver sample was from 710 to 970, here are some links:

If I am reading your papers correctly, they are telling that density tests indicate .396 fine silver and surface tests show .700-.750 fineness. They are telling that coin is not the same inside as on surface.

Billon is an alloy with a low content of precious metal, in a narrow sense, an alloy of copper and silver, where the latter is less than 50%.

That kopeck is not at .750 overall fineness. Your report told that it is ~.750 fine only on surface. Looks like they could not produce consistent alloy. Copper is less dense than silver and .750 coin would weight more in density/volume tests. Billon applies to overall silver content in piece, not to fineness of silver coating.

 

Compare silver content in Peter's kopecks.

 

1 kopeck = 0.24 grams of pure silver (1713, .396 fineness)

Altin / 3 kopecks - 0.64 grams (1704, .802 fineness) or 0.68 grams (1713, .396 fineness)

Grivenik / 10 kopecks - 2.04 grams (1718, .728 fineness)

1 ruble - 20.7 grams of pure silver (1719, .728 fineness).

 

I won't be rechecking when he devalued his first ruble during period significant emotional event.

 

If “1 kopeck” weighting 0.6 grams was .750 fine overall, it would be worth 2 or 3 period kopecks. Peter would  shave all the beards on such wasteful mintmasters and hang them to dry on his ships.
