Is there a way to get the Circulation Year line to the top of the year lines?

You would need to change the comments so that the alphabetic order favors it or add references in the reference fields that would so the same. There is no manual ordering.

There are pages in numista where a period was added before the comment in the year line to force it to be first.

Personally I think circulation should be first as lowest quality then BU then proof.

I don't disagree, just stating the constraints in place that have to be overcome.
Order of listing:
Year - numerically
Mint mark - alphabetically
Comment - alphabetically
For your example you can only work with the comment.
An option is to first sort by mintage and/or %-occurance before using the comment. That way the more common yearline will be at the top …
Personally I don't know why there is a ‘circulating’ in the comments at all (seems unnecessary to me and it isn't done anywhere else in the catalog at large). So you could try to replace it with a white space ‘ ’ at least in most places I tried it will push it to the top.

If you delete the comment it will be “null” and rise to the top without the space.

You're right, I didn't check the most simple solution.
Yer most of the Uk catalogue does not have circulation in the comments. However I suppose it brings absolute clarity.
