So I just posted the pics of a 1937 1 cent Panama. It's raraty index is 100. Does this mean I have the only one in all the clubs collections?

Ray Muniak Retired artist/sculptor . 79 years old. 4 children 10 grandchildren 2 great grandchildren. Also worked as a wood patternmaker (Foundry industry) for 27 years before becoming a full time artist.

100 means nobody has it in their collection, 97 one member has the type and so on and on.
But this one is far from 100 (https://en.numista.com/catalogue/pieces5259.html).
