1946 3 Kopek [Risolto]

Hello, I have this 1946 3 Kopek here and was looking into the value. NGC and Numista both say it is rare, with NGC having it priced at 2K for VF. But if I search for it on ebay or something I can see it going for less than $10. What am I missing?
Update: I kept looking through the lot I bought and came across another "rare" 3 kopek:
Same thing with this one as the last, listed as rare and expensive on NGC and Numista, but ebay sells it for under $10. I'm assuming I am just IDing the coins wrong somehow.
If you count the ribbons on the first one you will see your mistake, the other one is the right variant but words like rare are most of the time overstatements so I don't know if that one is genuinely scarcer.

​Thanks for solving the mystery on the first one, it helped me figure out the mystery for the second one. First one is 11 orbits and the second is actually 15 oribits, which makes these coins not so rare.

You are looking incorrectly for BOTH coins, not just 1946.

The correct coins are:

They are both not "rare", but with a value under $1.

1957 with 16 ribbons is indeed rare. Numista rarity index is 13%, but I am sure none of those people have it (even swapping), they just mistook it for the one with 15 ribbons.
