"block user"

Hello,

Can someone shed some light on this feature?
What exactly does it mean?
Why it doesn't exist on all profiles?

I find this possibility quite useful, especially to "hide" unwanted/unwanting swap partners.

The person you block can't contact you or start swaps (I think) and you can only block someone you were already communicating with at least once.
