Postal orders have been issued by postal administrations - which are Government-sanctioned corporations, such as Royal Mail in the U.K..

​That's what I mean. It's only has a value in the post office, which means it's a token, just like all the tokens you can only use in a specific store och supermarket.
Here's an example of a postal note that could have been spent for 1 Pound in 1944 here in New Zealand;



Issued at Te Horo on 28 June 1944.

1 Pound was a bit of money in 1944 - & could have bought a lot of food.
