Add ruling authority to Laos (coins and notes) [Risolto]

I've treid to make this list of ruling authorities (for both coins and banknotes)

I may admit I'm a bit unsure about the time from before they got their independence from France, but if I'm wrong in this way to divide it, I at least hope this can be a help to make a list of rulers for Laos :)
