Can anyone read this? Middle Eastern Medal - Iran? Iraq, Jordan?

I'm sure this says right on it where this is from and the meaning of the medal. But I cannot read this at all.

Any help would be appreciated.

It is a Saddam Hussein medal - all I found so far.
Also - the 1980 date is AH 1400 year.
The second picture is: Babylon - top of Hammurabi Stele.

That second picture is on the reverse of this Iraq coin from two years later.
Maybe, also, some of the obverse lettering could be similar.
