Why the ability to close for more years being added to coins/notes?

Why are years closed of for more years to be added? Or, I understand why, but why? I've tried to get a banknote with a year not yet in the catalough, but the year line was closed off. It is added now, of course.

And then there is this 2½ Gulden coin from the Netherlands, I've asked for more years to.

I think, if that's one of the referee with months of procecing time, these addition of year lines, will be buried before the referee sees it.?

I don't know why this feature is even there. The only explanation I've gotten is " If years were unlocked then referees would then have more work to remove additions that ​should not have been made." which is totally bull, since they have to be validated by the referee first. None of my countries have locked year lines (if any do, I am unaware of this). Yet I have gotten random 0 requests to add weird years. But then again, I've only been a referee for like 3 years, so what do I know?

I'd say, remove the possibility to lock year list! It's just really annoying, especially when it's modern coins.
