Well - in the catalogue it says "circulating". Don't think popularity has anything to do with it. A lot of circulating commemoratives rarely ever see real circulation.
Some of the coins in that series are listed as non circulating. I would imagine the 3RM commemoratives would either all be Circulating or Non Circulating . It is just how people listed them in the catalog. Plus I don’t think I have ever seen any of the commemorative 3RM that actually look like they have circulated while I have seen the non commemoratives with wear so that leads me to believe they were non circulating.
