I asked for some new issuer to be added under Philippine notgelds and I can't approve my own entries even if I am the referee for this section. Is this a bug, or I don't have rights for the new issuers?

Not a bug: New issuer get synced only overnight, you just have to wait until tomorrow and it will work normally.

Sapientiae plerumque stultitia est comes.
