It's the same coin but has same face on the both sides?? Modern reproduction? Mistake in manufacturing?

 A modern reproduction of a coin. Made of cheap metal, 

then plated in a shinier metal which is now wearing off.

Wear on coins smooths the surface, that's corrosion. Coins, with the exception of some emergency monies, are made to last and survive in circulation.

Only modern imitations corrode like that. That wouldn't happen with silver (except possibly with some very strong acids in labs). This item has a fragile shiny surface with a cheap (and easily corrodable) interior. 

Another point: I see two different reverses.

I think later/modern imitation.

no way that is silver. its wouldnt oxidize unevenly like that. looks like  corrosion marks  i would also say its a modern repro.
