It seems like some are during some phase of a Roman Senate? I'm not that familiar with that part of history. But I guess it should be possible to give these coins a clear ruling authority.

Also, it seems like not all of these should be listed under the Papal States to begin with (I guess it makes sense for Anti-Popes at least).

Careful: many links you shared are Comtat Venaissin, not Papal states.

I'm in no way an expert on this topic. I just see coins that don't have an available ruling authority. If they should be moved into a different issuer altogether, then so be it.

Also, we plebs can't see topics in the referee forum…

I hope it just takes so long because that invisible discussion is heatedly going on simultaneously…

It's slowly getting out of hand, issuers/rulers and what have you, a history nerd certainly, but a normal coin collector like me just want to keep it simple and stupid.
