Whilst this could prove tricky, which is probably why it hasn't been addressed before now, I support this initiative in principal and agree that the ‘sub-issuers’, for want of a better term, should be properly organised rather than being shown as individual currencies.
+1 on the potential trickyness! For instance I didnt yet digged in how we could divide Frankish kingdoms in real sub issuers like Neustria, Austrasia, etc, because it is not obvious and very unstable. I'm currently finishing slowly this job for Carolingian empire and its sub kingdoms (Aquitaine, Italy, Upper and Lower Lorraine, Arles etc); It led me up to rework also early papal coinage + revisit how some german states were treated (with royal city mints instead or real issuers; this has just began) so yes, it is a piece of work!
But I'm happy we agree it is going in the right way that each historic political issuer get its proper Numista section or sub-section 😃
