1916 25 Centimes note, not in Numista, I think, but not sure

Hi everyone,  my problem is I can't read the French writing to know what I have

it is approximately 3  15/16"  wide X  2   5/8" high ,not sure what it would be in MM

Any help is greatly appreciated, and if it is not in, could someone help me add it to the site?

I believe that is a Chamber of Commerce note, looks like Lyon, a local banknote issue.
