Yugoslavia needs some ruling authorities for the banknotes, but maybe to be under their own issuere some of them? I don't know enough about it and Numista's criteria though.

Here is my try to make a list:

 

Italian occupation of Montenegro (1941-1943)

Yugoslav Partisans - Slovenia/Slovenian Partians (1941-1945)

Free Territory of Trieste - zone B (1945)

Indeed those lokks more like new sub issuers than ruling authorities in the whole Yugoslavia
