Add ruling authorities to Spitsbergen

Since we got banknotes a few ruling authorities needs to be added to the Spitsbergen catalough:

Beside Arktikugol, we already have, we miss:

Island Creek Stores Company (1906-1916) Unsure about if this is the right years for this ruler though

Store Norske Spitsbergen Kulkompani (1916-date)

I think these would be issuing authorities, rather than ruling authorities.
