Add ruling authority to Memel Territory [Risolto]

I was looking around in the banknote catalough and the Memel Territory cought my eyes.

The notegeld notes in there miss a ruling authority (or is it just an issuing entity?).

For what I could find, it should be something like:

Council of Ambassadors (1920–1923) OR

High Commissioner Representative of the Allied Powers (1920–1923) OR maybe

Directorate of the Klaipėda Region (1920-1923)

We can rename “Memel territory” maybe but i think there is no need to add specific issuing entity as entire section is about these notgeld

I added it as Council of Ambassadors for the time being… It is not ideal, but we should have rulling authorities added if possible.
