Just a question, why this note is under France when it can only be used in Charente department, and this coin is under Charente department and not France?

I don't really get the point, is there is a reason?

It sais on the note: "Ce bon garantie par Dépôt d'égal somme à la Banque de France est toujours échangeable aux guichets de sa succursale d’Angoulême"

Translated in : "This voucher is guaranteed by a deposit of the same amount at the Banque de France and can always be exchanged at the counters of its branch in Angoulême".

 

Also who can explain what is the difference between the JP.9- 14 - Annulé de 7 x 44 mm and JP.9- 15 - Annulé de 7 x 44 mm?

I do not get it or did it change already? Both items in question are under departments.
