ERROR Coin? [Risolto]

Hello!
While grocery shopping, I came across this: a Romanian 50 Bani Coin (N#4768) with a weird circle on it. My guess is this it's an error, but it also just could be in a really bad condition? I have no idea. If you know something (maybe it's worth like a few bucks), please let me know.
