Ummm, Algeria, I would say 'BANQUE DE L'ALGERIE' being its issuer.

Pick lists this note (along with P#111 and possibly P#113) as being issue in Corsica. We have this note as local but no explanation.

Former Numista referee for banknotes from Ireland, Northern Ireland, Scotland, Wales and Saint Helena.

My assumption has always been that these were issued during the liberation of Corsica but that really needs verification.
