We currently have one Cape of Good Hope note listed under South Africa but others can be found listed here. Can I suggest creating a new issuer Cape of Good Hope within “South Africa (pre-Union)” with Dutch rulers before 1795 and 1803-1806, and British rulers 1795-1803 and 1806-1910 (see here). The currencies would be Rijksdaalder until 1808, Rixdollar 1808-1834 and Pound from 1834.

No, you're right, it isn't trivial. For the currencies, the rijksdaalder would start in 1652, when the Dutch colony was founded. The pound would end with the colony in 1910.
For the rulers, we need:
Willem V (1751-1795),
George III (1795-1803),
Batavian Republic (1803-1806),
George III (1806-1820),
then the British monarchs until 1910. Technically, we need George V, although he was only king for 25 days before the Union of South Africa came into being. We might need earlier stadtholders but it gets complicated as not all of the Dutch provinces had the same stadtholder before 1747 (indeed, some had none).
