I have in mind a decision not to use the mint date if it's not on the coin?
So no. I don't know when the coin was actually minted…..
The current year guidelines:
The year may appear as part of a date range on commemorative coins (1697-1997). If the end year in the date range does not correspond to the year of minting, then “no date” (ND) should be specified instead.
How do we know the date of minting, if we have the coin in front of us, the year can be any year. The logic is not clear at all.
Anyway, if it's like that, then obviously it is like that.

He was born in 1914 and died in 1997. The centennial of his birth was celebrated in 1914. Don't know why they put 2013 on the coin.

My primary evidence is that someone submitted the creation or edit that said ND (2014) with a source and the editor approved it.
I also find many pages on the net (catalogs, and sale listing) that list 2014, but I don't know the source of the information for those pages.
I did find a page which gives the precise release date (4th February 2014), which indicates the author knew more than what is in the Numista page.
The first release of the year 2014 saw the commemorative coin of Acharya Tulsi being released on the occasion of Birth Centenary.
Maybe India is one of those countries that put the date of manufacture on there coins (which would be commendable), unlike some countries where you can buy and get shipped coins from the following year many months before that year actually is.
Then it was probably released in 2014.

What doesn't make sense to me is the 99 year span for this Centenary. In 2014 India put out 9 Anniversary type commemorative coins. On all of them the year span matched the anniversary type.

He wasn't 1 year old when he was born. This makes sense:

The best source of information is as per the Gazette of India which notifies when a coin has been issued

depending on the theme, dates that appear pn the coin may indicate the birth-death year, or the commemorative ceremonies period or something else entirely
Note that it refers to 18 Dec 2013 as the Gazetted date. Based on that, you could change it to 2013 (ND)
