Should there be a separate listing for a rebel issue of banknotes when there is no difference in appearance in the banknote design from the official issue except the serial numbers?

 

A general question which pertains to issues in Finland in 1918 when the rebels captured the capital city including the Bank of Finland and issued some currency notes. 
The notes are referred to as ‘illegal’ issues, and were not redeemable after the recapture of the capital.

If it is the same, then it should be on one page, if you ask me.

Yes, I'd go with a separate yearline and an explanatory note in the comments.

That's what I figured - with the explanation in the comments.

I would maybe use two different rulling authorities as well.

A similar situation applies with Imperial Russian design banknotes as well.

 

Some were printed during the Russian Civil War as well.
