Create Dutch States > Nijmegen, City of [Risolto]

Recently we have added a few coins to the catalog struck as city issues for Nijmegen before the 80 Years' War.  We do not yet have an issuer for this period, so it needs to be created (I will do, but wanted to capture it here).

Why not using this one?

I think we have been reserving sections like this for the period of the Dutch Republic (starting from around 1578), and using “Dutch States" section for earlier coinage.

So in the section Dutch Republic > Nijmegen, City of, the coins are municipal issues still within the system of Dutch Republic coinage.

Before this, it is striking coins in the system of Spanish Netherlands coinage, which we have under Dutch States.  Duchy of Gelderland coins are also being struck in Nijmegen, but named as Duchy of Gelderland, rather than City of Nijmegen (it's really confusing).  

For now the coins I mention are in Dutch States > Gelderland, Duchy of.  We could also just leave them there, and put “Nijmegen City” in title.  

I think all coins issued by Nijmegen whatever the period should be in the same issuer, and we should use periods as ruling authorities instead of issuers to differentiate Dutch Republic from other periods

It's OK for me … Perhaps prefereable to put it in Dutch States section, since we have multiple currencies there (Groot earlier and Gulden later).
