Yes it is.

I did look through that thread.
There are four other mintmarks for Le Medaillier, but not this one, exactly.
I don't think it is a mint mark. I think it is the designers initials.
That is possible.
I have four pieces, in a series, I believe, issued annually, 1973-76, by a publicly appointed commission.
Some have engravers initials, some have what looks like mint marks. here they are -
P mintmark? R.C.L. both sides.
Bust engravers initials might be R.A.W. nothing else.
Engravers initials M G , both sides.
Finally, cursive L over gothic M, both sides. Engraver, or mint privy mark?
All are sealed in identical polystyrene capsules. they weigh within 1% of 36 grams.
I have the presentation packaging for all. only the first one states “STERLING”.
no mention is made of origin.
the LM on the 1976 is the only hint that Franklin mint might have done any part of this job.
IBF is it even silver. etc. yes they are.
This is a US mint medal. On them is the design the mint used on Bicentennial Medals.

OK then, that's a good bite of information to go on with.
It seems there were five pieces in this series, 1972-76 inclusive.
Three are in the Numista catalog already.
The 1972 Geo. Washington also has the P mint mark. I just bought one.
