Help with identification of 200 Iranian Rials note

I found this 200 Rials note today, which I assume is Iranian, but I can't find it. Not on Numista, not on the Banknote Museum. It's a young Shah, and English text on the reverse. 

Is it a souvenir note? Commemorative exonumia? An alteret note? I can't read Persian.

Looks like an advertising item to me.

Not a banknote.

There is a PO Box on the back of the note - Mountain View California.

This is not a note.  I would guess it is an advertising item.
