I am an acknowledged contributor to the (ex) Krause SCWC and WMK and would classify the SADR 1 peseta and the other coins into exonomia . While krause had initially put them with KMs they did the same of the Africa Mint issues too and retracted.
I did not know subr was Anton Andreev though I hd swpped with Subr many times and coressponed with Anton Andreev😀
His coins should be NCLT as Western Sahara is under occupation ( UN classification not mine) and local coins can not be circculated . Currently the coins are classified as collector coins.
I think the Montenegro issues of 2002 and 2006 need a relook. They are classified as commemorative coins by the Central Bank and would be technically collector coins and not exonomia . The Jubilee coins issued in 2016 and 2021 should also be tcehnically collector coins. They can not be NCLT as they do not have legal tender status. Schoen of WMK does not agree with me and I got no reply form Tom of Numismaster /AIM on this.
Had Euro not been the currency there would be a case for NCLT. I am assuming even if the any EU central Bank issues a coin in old currency it would be a collector coin with no legal tender status.
The cocos 1977 issue are certainly not emergency issues as mesntioned in the catalog. The 2004 issues were authorised by the shire council with the wording that these were not legal tender so these were collector coins not exonomia in my opinon as these were officially authorised but have no legal tender status. So these are not fantasies made by a private mint but like the cartoon private mint coins of Niue etc however without legal tender status
Classification is a bit tricky and need a lot of research. I however find the new catalog confusing and the earlier system UI was easier to navigate.
