Why Are Some (21st Century) Gold and Silver Coins Listed as 'Circulating'?

A coupe of examples - the silver and gold versions of this one recently added:
N#383392

I've also noticed that with several Issuers (Isle Of Man may be one of them) it's also pretty normal to Proof-only issue listed as ‘Circulating Commems’ instead of 'Noncirculating Commemes".

To me none of those three things are struck for circulation.

Am I misunderstanding what ‘circulating’ is supposed to mean?

 

They're listed in Numista incorrectly.  This coin worth US $0.63 wouldn't circulate too long with $915.00 of gold in it.

I also see a lot of post-1980 ‘Silver’s listed as CC from Portugal, Gibraltar, Uruguay, Spain and France (and a few stray coins from other issuers) - a few examples:



 

 

It does look like the big group of Proof-only Gibraltar ones I remembered as being listed as CC have been correctly changed to NC since I last looked at them.

Hello, in relation to the coins of Spain on the list you have shown, the answer is in the following topic. You can clearly see that the mintage is quite high for being collectors only coins.

Regarding the Isle od Man coins, one of the mentioned page was copied from CuNi vesion by me. Probably I didn't noticed and not changed coin type to non-circulating. It's obvious error, it happens. Could be the similar cases for other coins too.
