I would suggest that numista uses the IBNS definitions for the grading terms for banknotes.
The wikipedia page on the terms is pathetic, and incomplete. I wouldn't use it as a reference.

A proof banknote is not a grade, but a term used to describe a pre-production version of a note which may or may not be complete.
