I have this Austria-Hungary banknote with overstamp of Romania on one side and this stamp that i cannot identify (the long, blue one), can anyone help?

Solved! Its a Serbian Handstamp. I just read that double stamped notes were illegal back then!

Срез (srez) is a type of an administrative division, similar to a municipality (or something like that)
Kрагујевац (Kragujevac) is a city in Serbia

Not really, now I realised that my note its not from KRAGUJEVAC, it's another city.
Regarding to your question, just half of it is similar.
All of the stamp excepting city is similar.

I have looked at a map of srez-s in Serbia (from 1900), and if we assume that you read -ачк_ _ correctly, that leaves us with only a handful of options, those being;
ПОЖАРЕВАЦ -Požarevac
ГОЛУБАЦ - Golubac
БОЉЕВАЦ - Boljevac
АЛЕКСИНАЦ - Aleksinac
ЛЕСКОВАЦ - Leskovac
КРАГУЈЕВАЦ - Kragujevac
However, if you read -ује- correctly, that only leaves the possibility of it being Kragujevac (which you have dismissed)
I can tell you for sure that in contains “ЦУ” by the middle of the name. Can you share the map?

Hmmm there is a place in Serbia called Kolubara, but idk if I can’t read it properly but I think it’s more like ГУДУБ…
