If you can prove the authenticity of the autograph then perhaps people who collect autographs would be interested as it makes it a rare novelty signature being on a bank note. He was prime minister. Italian economist and a banker so he is famous enough. You may want to check what autograph hunters would be willing to pay for it as well.
You could try asking these people for a valuation they are sellers but also buy for resale. I cannot vouch for the company but they do seem to have a wide selection.
Your ticket is worth 10 euros and nothing more. It has been circulated and is not in perfectly new condition. Even perfectly new, it wouldn't be worth more.
