Stephen Album calls these as civic coppers unless the ruler's name is present, and then he places it in the ruling dynasty (Timurid).  I don;t think this one has a ruler's name. 

 

So, one possibility is that we keep the first listing #196818 because (a) it was first, (b) it has a good photo, and (c ) 27 members with the coin, but change the issuer.  Then delete the other one.

Yes, the coin is without ruler name, but it is dated and can be attributed to an exact ruler.

But civic copper shall be more correct I think.

Possibly we need to copy a picture from one to another and leave both of them in the catalogue. I don't know.

 

A ossibility of addition of 2 issuers to one coin may help in such cases
