Extra mintage line modification requests created when adding references?

I edited a coin and changed three mintage lines and all five mintage lines have a pending modification request.

I've edited a few times before hand hadn't seen this behavior. Could it be caused because I added some mintage line references in my modification?

Every line change is a separate CR.

This is new behavior.  When one year line has a reference added, CR's are created for each of the other year lines with no changes.  

For example if I add a year line reference catalog all other year lines have that reference added:

Only the year line modified has an actual change in the CR:

The other CR's show no actual change:

When you add a mintage line reference the default for reference is changed on the other mintage lines. I wonder if that is marking each mintage line as changed?
