The medals with legend “Norwegian Heritage” are dedicated to Norwegian attractions. They have a side with the attraction, and a common side. The issuing entity is National Tokens (see https://en.numista.com/forum/topic154343.html).
There are two designs of common side:
Some attractions have medals with only one type of common side, and others have medals with both types. For example:
- Four medals dedicated to the Kon-Tiki Museum:
- Collectors Coin on Numista
- National Tokens on National Tokens and Kon-Tiki Museum websites
- North Cape:
- Collectors Coin on Numista
- National Tokens on National Tokens website and a personal website
So, I think really are two series with the same name (Norwegian Heritage) and issuing entity National Tokens with different legend:

- Collectors Coin is a trademark related to National Tokens, the issuing entity
