Hide the translation in the Issuers change list history [Risolto]

Since the issuers are going up and down as the catalog is being improved, I always keep track since my collection is based on Numista website. 

But now that are too many translations going on (that's good!),  the list is very bad to track 

Yesterday I had 993 issuers today I have 992, can't find in the list what changed

Improvment: The option to hide name translations or remove name translations, since looks not as an important feature, keeping only the changes in the issuer tree

Not only is a filter needed to show/hide translation changes on issuers, but also on other similar pages (ruler groups, rulers, issuing entities, currencies and denominations). This will make it easier to find structure changes.

We made a change to the issuer change tracker. You now see only changes in your language by default, with an option to see all changes.
