I looked at the Brunei signatures and it seems like Brunei have got two issuing entities, according to SCWPM, Banknote museum and what's written on the notes:
Kerajaan Brunei: Goverment of Brunei

Negara Brunei Darussalam: The country of Brunei Darussalam
