Cannot enter a new place of publication when creating a literature catalog entry

When I try to enter a new Place of Publication when creating a new literature catalog entry, it says no entry found and won't let me add a new place.

Portsmouth is already listed. 

There is a known issue that the search for city is very slow. It may explain why you didn't find it. We will work in this.
