Am confused as to why Numista chose French State, differing with Krause, SCWC, 2015, which groups coin with 3rd Republic.  Insights?

Yes de facto 3rd Republic ends in 1940

But de jure only in 1946 when 4th Republic is proclamed

Hence probably the difference 

But Numista deals with actual ruling authorities, not theoretical ones, Hence French State then Provisional Government

I was hesitantly accepting, but then I remembered I do have a copy of Gadoury. The point checks out that way. I am satisfied.
